As noted by others on first use it is like after low battery protection has kicked in - 0V at terminals. Apply voltage as though charging to activate. This is not a true Lipo charger that would follow a constant current/constant voltage charge cycle and also believe these will continue to trickle charge very slightly after full. Recommendation appears to be to combining with something like MAX745 charging module. Final note required input is 12.6V to charge 3S to 4.2V per cell.
