Both the counter and register clocks in the SNJ54LS590J are positive-edge triggered, ensuring that data is captured at the correct time. If both clocks are connected together, the counter state will be one count ahead of the register due to internal circuitry. This design feature prevents clocking from the clock enable, maintaining the integrity of the counting and storage processes
